Insurance for Texas Contractors, City by City
Texas has no statewide license for general contractors, roofers or excavators. Instead, cities set the rules: Dallas requires annual contractor registration, San Antonio requires Home Improvement Contractor registration, and Austin requires registration to pull permits. Most of them want proof of general liability for permits, and most general contractors and commercial jobs ask for $1M per occurrence / $2M aggregate.
The Hardhat Insurance Team is the marketing division of Bearstar Insurance Services. We work with standard and specialty carriers that write Texas contractors and issue certificates of insurance that meet city permit and general contractor requirements in Dallas–Fort Worth, Houston, Austin, San Antonio and El Paso. Commercial General Liability
Texas General Liability
Texas doesn't require general liability statewide, but city permits, general contractors, property managers and public agencies almost always do. Most ask for $1M per occurrence / $2M aggregate with completed operations, which matters because Texas allows most construction defect claims for up to 10 years.
Limits matched to your contracts and city permits.
Additional insured, waiver of subrogation and primary/non-contributory wording when your GC requires it.
Surety Bonds
Texas License & Permit Bonds
Texas has no statewide contractor license bond, but many cities, counties and public projects require license, permit, right-of-way or performance bonds. We can often issue them the same day, with a quick quote and no long application.
Bad credit programs available.
City permit, right-of-way and performance bonds.
Texas is the only state where most private employers can choose whether to carry workers' compensation. We quote private carriers, including Texas Mutual, and help you weigh the trade-offs of going without it.
Pay-as-you-go options available (helps cash flow).

Texas Workers’ Comp: Subscriber vs. Non-Subscriber
Texas is the only state where most private employers can choose not to carry workers’ compensation. Employers who opt out are called non-subscribers.
Going without comp saves premium, but non-subscribers lose key legal defenses if an injured worker sues them, must file an annual notice with the state and tell their employees, and can’t work public construction projects, which require coverage. Most general contractors also require proof of comp from their subs.
Carrying comp often fits contractors who work public jobs, sub for general contractors or have employees in high-risk trades.
Going without may fit very small operations with no employees that only take private, direct-to-owner work.
As your broker, we quote private carriers, including Texas Mutual, the insurer of last resort, and help you weigh the trade-offs. Call (949) 868-7350.
